Troop formations are one of those parts of Mafia City that look simple until somebody with lower stats sends you home wondering what just happened.
You can have more attack. You can have better gear. You can have shiny troops coming out of every camp.
Send the wrong formation and none of it matters.
The biggest mistake is treating a formation as a bag that simply needs filling. It is not. Every troop type has a job, every layer changes how the fight develops, and the troops you choose need to match the stats you have actually built.
So, before we get into Shooters, Bulkers, Bikers and Vehicles, there is one rule worth remembering:
Build around your strongest troop type, then give it the protection and support it needs to do its job.
There Is No Perfect Formation
Let's get this out of the way first.
There is no formation you can copy, save and use against everybody forever.
Your best formation changes depending on:
- Your strongest stats
- Your available troop tiers
- Your Renegades
- Your opponent's troop focus
- Whether you are in Tournament, Cross-Server, attacking a Turf or defending
- Your Crime Ops Capacity
- Enemy damage, health, defence and debuffs
This is why players sometimes lose despite having noticeably higher attack stats.
Attack is only one part of the calculation.
Health, defence, damage, damage reduction, capacity, Renegades and troop selection all matter.
Think of the percentages below as RTG starting formations.
Build one, test it somewhere you are not going to cry over the losses, read the report, then adjust it.
That last part matters.
First, Understand the Front Line
Your defensive Bulkers are not there to get kills.
They are there to get punched in the face so everybody behind them does not have to.
Tankers sit at the front of the battle. Behind them come defensive Vehicles, offensive Bulkers, Bikers, Shooters and finally Assault Vehicles at progressively longer ranges.
That positioning is why a beautiful attack stat means very little when your front line disappears immediately.
If every defensive Bulker is wiped out early, try adding more.
If you finish with a massive pile of Tankers standing around while your damage dealers did nothing, you may have sent too many.
The battle report tells you which problem you have.
What About Layering?
Layering still matters.
Using small numbers from additional useful tiers can create extra targets and bring different troop abilities into the fight.
But there is an important modern catch.
Do not blindly add one of absolutely everything because somebody told you to layer.
Renegades changed the game.
Some abilities hit several different crew classes, which means filling your formation with unnecessary troop classes can actually give certain enemy Renegades more useful targets.
Layer with a reason.
Not because Grandad did it in 2019.
Shooter Formation
Shooters can be brutal, particularly in simulated fights, but they need time to shoot.
That is the entire problem.
A strong Biker charge can reach your back line before ordinary Shooters have done enough work.
If your Shooter health and defence are poor, piling another few hundred percent onto Shooter Attack will not magically fix things.
Higher-tier Shooters become considerably stronger as their talents improve, so later Shooter formations normally want to build around the strongest tiers your account can properly support.
RTG Shooter Starting Point
For a general Shooter formation, start around:
60 to 70% Shooters
30 to 40% defensive and support Bulkers
Within the Shooter portion, favour the Shooter tiers and subtype your stats and Renegades actually support.
For higher-level formations this normally means building around your strongest T11 and T12 Shooter classes, then using selected lower-tier Shooter layers rather than simply pressing Max on one tier.
For the front line, T10 Tankers and Tactical Bulkers are common building blocks.
Against Bikers
This is where your front line earns its dinner.
If the enemy's Biker charge is deleting your Shooters before they get working, increase the defensive portion and look at Shooter health, defence and damage received.
Do not add a huge pile of Bikers to your Shooter formation unless your Biker stats genuinely support them.
Troops with dramatically weaker stats are not helping simply because they technically counter something.
They are taking Crime Ops space away from troops you have actually developed.
Shooter Quick Preset
Damage core: 60 to 70%
Tankers and support Bulkers: 30 to 40%
Low-tier layers: Small amounts where useful
Random Bikers and Vehicles: Usually avoid unless there is a specific reason
If your Shooters die before doing damage, add survival.
If the Bulkers survive comfortably but your kill count is poor, remove some protection and add Shooters.
Simple.
Biker Formation
Bikers are popular for a reason.
They are fast, aggressive and their Charge mechanics can reach beyond the enemy's front line.
They are especially nasty when your Biker damage and Charge Damage have been properly developed.
They are also very good at making people believe they should send nothing except Bikers.
Don't.
Even a Biker-focused Ops usually wants a Bulker front line.
RTG Biker Starting Point
Start around:
65 to 75% Bikers
25 to 35% Bulkers
For Tournament-style fighting, you can lean towards the more aggressive end.
For Cross-Server or a tougher target, moving more capacity into Tankers can keep your Bikers alive long enough to keep charging.
The longer and uglier the fight is likely to become, the more valuable that front line becomes.
Male or Female Bikers?
Do not treat all Bikers as the same troop.
Riders and Assaulters behave differently, and the opponent matters.
Female Bikers can be particularly useful into Shooters but can also disappear quickly when the matchup is wrong.
Riders are generally the more straightforward backbone of a Biker formation.
If you are fighting somebody repeatedly, change the balance according to what their formation is doing.
Biker Quick Preset
Biker damage core: 65 to 75%
Bulker protection: 25 to 35%
Cross-Server or hard target: Move towards 35% protection
Weak target: Move towards the aggressive end
Shooter-heavy enemy: Consider more of the Biker subtype designed to pressure Shooters
For development, keep pushing Biker health and damage while continuing to build Bulker health.
A dead Biker does not charge anybody.
Bulker Formation
A proper Bulker build is not just "send loads of Tankers".
That gives you a formation with all the offensive ambition of a brick wall.
Bulkers have two jobs.
Tankers take damage.
Combatants deal it.
A Bulker main therefore needs both.
This formation is about finding the point where your defensive troops hold long enough for the offensive Bulkers to grind through the enemy.
RTG Bulker Starting Point
A good starting point is roughly:
45 to 55% offensive Combatants
45 to 55% defensive Tankers
Then move the slider depending on the battle.
For Tournament fighting, you can generally lean a little more towards offence.
For Cross-Server, stronger opponents or longer fights, a larger Tanker share can make sense.
There is no embarrassment in sending more Tankers when the situation calls for it.
Dead Combatants do zero damage.
When to Add More Tankers
Add more defensive Bulkers when:
- Your front line is completely wiped
- You are attacking a stronger player
- You expect a longer fight
- Enemy Bikers are getting through too easily
- Your offensive troops are dying before doing enough damage
Reduce the Tanker share when you consistently finish fights with a large defensive surplus but cannot inflict enough damage.
Bulker Quick Preset
Combatants: 45 to 55%
Tankers: 45 to 55%
Tournament: Slightly more aggressive
Cross-Server or heavy target: Slightly more defensive
Other troop types: Only where your stats, Renegades or matchup give you a reason
A Bulker formation wins by being difficult to remove while still carrying enough Combatants to punish the opponent.
Being difficult to remove without the second part just makes you an expensive traffic cone.
Vehicle Formation
Vehicles are the odd one out.
There is less good public formation information for Vehicle mains than there is for Shooters, Bikers and Bulkers, and Vehicle builds become considerably more interesting once Renegades and later-game development are involved.
With Vehicles, build around mechanics rather than chasing a magic percentage somebody posted years ago.
There are two main roles:
Carriers are defensive Vehicles.
Assault Vehicles are offensive Vehicles.
Assault Vehicles sit at very long range and gain an attack bonus during Turf attacks.
Carriers sit much closer to the front and provide the defensive side of a Vehicle build.
RTG Vehicle Starting Point
For an offensive Vehicle main, try:
55 to 70% Assault Vehicles
10 to 20% Carriers
15 to 25% defensive Bulkers
Then adjust from the report.
This is deliberately a wider range than the other formations because Vehicle results depend heavily on your Renegades, subtype development and target.
If your Assault Vehicles are being reached too quickly, strengthen the front.
If your front survives but the formation hits like wet cardboard, move more capacity back into Assault Vehicles.
Your Renegades Matter Here
Vehicle formations are one area where you really should check which subtype your Renegade supports before filling the Ops.
Some Renegades specifically strengthen Assault Vehicles while others support defensive Carriers.
That can completely change what a sensible Vehicle formation looks like.
Do not copy somebody else's Vehicle percentage without also asking what Renegades they are running.
Vehicle Quick Preset
Assault Vehicles: 55 to 70%
Carriers: 10 to 20%
Tank Bulkers: 15 to 25%
Other troops: Keep them purposeful
Turf attacks: Vehicles become particularly interesting because of their class bonuses
Vehicles reward experimentation more than any of the other four builds.
Use that to your advantage.
So Which Formation Is Best?
There isn't one.
There is only the best formation for your account and the fight in front of you.
As a rough RTG cheat sheet:
Shooter
60 to 70% Shooters
30 to 40% Bulkers
Biker
65 to 75% Bikers
25 to 35% Bulkers
Bulker
45 to 55% Combatants
45 to 55% Tankers
Vehicle
55 to 70% Assault Vehicles
10 to 20% Carriers
15 to 25% Bulkers
Those are starting points.
Not commandments carved into the Mansion wall.
Your Renegades, troop tiers and opponent can justify moving well outside them.
How to Fix a Formation That Is Losing
After every important test, look at the report and ask four questions.
1. Did my front line disappear?
Add protection or improve defensive stats.
2. Did lots of my Tankers survive but I barely killed anything?
You probably have too much protection.
3. Are troops with weak stats taking up a large part of the Ops?
Get rid of the passengers.
Crime Ops Capacity is valuable.
Do not fill it with troops your account does not support.
4. Am I losing to the same troop type repeatedly?
Stop sending the same formation and hoping the result develops manners.
Change the subtype mix, defensive ratio, layers or Renegades and test again.
That process is more valuable than copying any formation in this guide exactly.
Save Your Good Ones
Mafia City now allows players to share Formation Codes, making it much easier to pass successful setups around the clan.
For RTG, that is extremely useful.
When somebody finds a formation that works well for a particular event or matchup, share it with the family.

Final Word
Your formation should tell the same story as your account.
If you have spent months building Shooter damage, Shooter health and Shooter Renegades, send Shooters.
If you are a Biker account, let the Bikers do the work.
If you built Bulkers, understand the difference between the ones taking the beating and the ones giving it.
If you chose Vehicles, build around their range, Turf bonuses and Renegades rather than trying to turn them into Bikers with wheels.
And whatever you do, do not look at a losing report, see that your Attack number is higher and immediately blame the game.
Read the report.
Change something.
Hit them again.
